Frank Segarra

Frank Segarra brings a rare, 360-degree view of the justice system to every case he handles. Over the course of his distinguished career he has stood on nearly every side of an Oregon courtroom — the District Attorney’s Office, a reserve police officer, as a municipal court judge, and as defense attorney. That vantage point gives him an unusually clear read on how prosecutors build their cases, how officers approach an investigation, and how judges actually weigh the decisions in front of them — insight he puts to work building strong, grounded defense strategies from day one.

Frank did his undergraduate schooling at Western Oregon University, where he received a B.S. in criminal justice before earning his law degree from the University of Oregon School of Law in 2006. He also holds a master’s degree in clinical mental health counseling, which shapes how he works with clients directly: he listens first, explains what’s actually happening in plain language, and helps people see a path forward rather than just a list of charges.

What drew Frank to Reynolds Defense Firm was its client-centered philosophy — the belief that good people can make mistakes, and that one bad decision shouldn’t define the rest of a person’s life. He was drawn to the idea that the right representation can turn a difficult moment into an opportunity for growth, and ultimately a fresh start for the people he represents.

Frank’s family originally hails from New York, and he carries a bit of that directness with him — he believes that action is the foundational key to all success, and he tries, every day, not to disappoint the man he hopes to become. He counts being a father as his greatest accomplishment, and he takes real pleasure in the small stuff: making someone’s day a little better, getting a good laugh out of the people around him, and spending time with loved ones.
